Susie Adams

Susie Adams is the Chief Technology Officer for the Microsoft's Federal Government business. Susie joined Microsoft Federal Sales in 1999 and has held several leadership positions in Microsoft as the Director of the Reston MTC and most recently the CTO of the Federal Civilian Business. In her present role she oversees and implements the technical strategy for Microsoft's DOD, Civilian and IC Federal business.

Prior to Microsoft, Susie spent over 15 years in the Government Consulting arena working with DOD, IC, Civilian and SLG customers. As a graduate of George Mason University she began her career as a software developer for Navy systems and has held numerous technical leadership and management positions for consulting organizations including BAH, McGladrey and Pullen and Spectrum Technology Group where she was the Director of Web Development. Susie has authored several books on the topics of software integration and web development over the past decade and is a resident of Washington metropolitan area.

Sanjeev Nehra

Sanjeev is the Chief Technology Officer within Dell Services Federal Government. As the CTO, he leads all aspects of marketing external innovation and technology trends such as Cloud technology, Data Center & Infrastructure management, & technology modernization. He works closely with the Go to Market and Service Delivery teams to:

  • Lead Dell Cloud for Government offering including FedRAMP multi-tenant and NIST private Cloud
  • Translate and integrate Dell innovations and emerging technologies.
  • Establish a roadmap to market emerging technology.
  • Provide internal and external thought leadership for technology trends and innovative solutions.

Sanjeev is a proven leader, transformational manager and performance management practitioner with strong ability to deliver business, financial and technology driven results. He is an expert in aligning technology with business to create solutions that drive change and improve financial and operational performance. Sanjeev brings a proven track record of successfully managing enterprise-wide programs and project teams in designing, assessing/re-structuring and implementing complex service delivery and infrastructure programs for commercial, public sector and international economic development institutions.

He has led enterprise architecture and IT Strategy engagements in industry areas such as Financial Services, Federal Government, Energy, Health Care, Automotive, non-profits and Technology. Prior to DSFG, he worked as the Director of Technology Architecture at Freddie Mac after spending the earlier years of his career at Booz Allen Hamilton, Fujitsu and ICL Consulting at locations in US, Europe & Asia.

Katell Thielemann

Katell Thielemann is a Research Director specializing in the U.S. federal government market. In this capacity, Ms. Thielemann provides strategic insights and direction for her clients by helping them understand major market trends, key business issues, leading technology trends and drivers, demand for IT solutions, industry best practices, competitive landscapes, future scenarios for public sector organizations, and implications for technology service providers. Ms. Thielemann focuses on the following segments: defense, intelligence, security and civilian agencies. Her key technology areas include cloud computing/virtualization, mobility, big data, cybersecurity and agency-specific solutions. Her key business issues are federal contracting, shared services and innovative business models, such as public-private partnerships and "x as a service" (XaaS).

MG Alan Lynn

On Sept. 30, 2013, Army Major General (MG) Alan R. Lynn assumed the duties of the Vice Director of the Defense Information Systems Agency (DISA). As Vice Director, he helps to lead a global organization of military, civilian, and contract personnel who plan, develop, deliver, and operate joint, interoperable, command and control capabilities and a global enterprise infrastructure in direct support of the President, Secretary of Defense, Joint Chiefs of Staff, Combatant Commanders, Department of Defense components, and other mission partners across the full spectrum of operations. MG Lynn leads the efforts of an 8,000-member global organization and manages a $10- billion-dollar annual budget.

MG Lynn graduated as a ROTC Distinguished Military Graduate with a degree in English from the California University of Pennsylvania, California, Pa., in 1979. He was awarded a network engineering specialty from the Air Force Information Systems Officer Course in 1988. He also completed a Masters Degree in National Resource Management at the Industrial College of the Armed Forces (ICAF) in 2000.

He was commissioned as an Air Defense Artillery Officer in 1979 and served as a Chaparral and Stinger Platoon Leader, Air Defense Fire Support Officer, and C Company Executive Officer, for the 1- 51st Air Defense Artillery Battalion, 7th Infantry Division, Ft. Ord, Calif. After the Air Defense Artillery Advance Course, he attended the Defense Language Institute to learn Italian. In 1984, he commanded the 1-34th U.S. Army Nike Hercules special weapons warhead team in Italy.

MG Lynn's branch transferred to the Signal Corps, and he initially served as the 5th Signal Command Training Officer until he was selected to command the 324th Signal Company, 72nd Signal Battalion supporting U.S. Army Europe's Main Command Post during the Cold War.

MG Lynn attended the Signal Officer Advance Course at Ft. Gordon, Ga., and the Air Force Information Systems Officer's Course at Keesler Air Force Base, Miss. He was then assigned as the Division Radio Officer for the 101st Airborne Division. In 1990, he served as the Brigade Signal Officer for the 1st Infantry Brigade, 101st Airborne Division, during operations DESERT SHIELD and DESERT STORM. In June 1992, he graduated from the Command and General Staff College at Fort Leavenworth, Kan., and returned to Europe where he served as the S-3 for the 97th Signal Battalion in Mannheim, Germany. He was then selected to command the 414th Signal Company as a field grade commander supporting Land Forces Central Europe (LANDCENT) also in Mannheim.

In 1997, he assumed command of the 13th Signal Battalion, 1st Cavalry Division, at Fort Hood, Texas. He deployed the battalion for Operation JOINT FORGE between 1998 and 1999, supporting Task Force Eagle, Multi-Nation Division (North), Tuzla, Bosnia-Herzegovina.

In 2000, MG Lynn became an Action Officer in the Network Management Division of the Joint Chiefs of Staff, J6, at the Pentagon. Following the September 11th attack on the Pentagon, he was selected as Division Chief for the Commander in Chief (CINC) Operations and Support Division, J6.

MG Lynn took command of the 3rd Signal Brigade, Fort Hood, Texas, in 2002. He deployed the brigade in combat to 66 locations throughout Iraq in Jan. 2004 and created one of the largest tactical communications network in the theater of operations.

In 2005, MG Lynn was assigned to the Department of the Army Chief Information Officer (CIO)/G6 Office as the Division Chief for LandWarNet Integration Division. He was later selected to serve as the Executive Officer to the Army CIO/G6.

In 2007, MG Lynn became the Chief of Staff for the Defense Information Systems Agency (DISA). MG Lynn managed the efforts of an 8,000-member global communications organization with a $6-billiondollar annual budget.

In 2008, MG Lynn was selected to command the 311th Signal Command (Theater), Fort Shafter, Hawaii, responsible for all Army communications in the Pacific.

On July 21, 2010, MG Lynn became the Army's 35th Chief of Signal and the Commanding General of the U. S. Army Signal Center of Excellence at Fort Gordon, Ga., which is the Information Technology University for all Army officers, noncommissioned officers (NCOs), soldiers, and warrant officers. On Aug. 9, 2012, MG Lynn assumed command of the U.S. Army Network Enterprise Technology Command, Fort Huachuca, Ariz., responsible for all Army communications worldwide. He also held the position of Deputy Commanding General for Network Operations, U.S. Army Cyber Command/2nd U.S. Army. MG Lynn's awards and decorations include two Distinguished Service Medals, Defense Superior Service Medal, Legion of Merit, two Bronze Star Medals, Defense Meritorious Service Medal, two Meritorious Service Medals, three Army Commendation Medals, Army Achievement Medal, National Defense Service Medal, Armed Forces Expeditionary Medal, South West Asia Service Medal with two Bronze Service Stars, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Armed Forces Reserve Medal, Army Service Ribbon; Overseas Service Ribbon with 5 device, NATO Medal, Kuwait and Saudi Arabia Kuwait Liberation Medals, and parachutist and air assault badges.

Thomas P. Michelli

Mr. Thomas P. Michelli currently serves as the Deputy Assistant Commandant for Command, Control, Communications, Computers and Information Technology (C4IT) & Deputy Chief Information Officer for the U. S. Coast Guard.

Mr. Michelli started his career of government service in the U.S. Army Reserve in 1984 after graduating from Franklin University and commissioning from the Ohio State University Army Reserve Officer Training Corps program. He retired from the Army Reserve with the rank of Colonel.

In the private sector, Mr. Michelli served as Director of International IT Operations, and Director and Chief Information Officer, Europe, Middle East and Africa at the global commercial real estate firm Cushman & Wakefield. He also served as Chief Technology Officer, Army Business Unit at General Dynamics Information Technology.

In 2006, Mr. Michelli transitioned to government service as Chief, Information Operations Division for the Defense Threat Reduction Agency. He subsequently joined the Defense Logistics Agency (DLA) in several senior leadership roles including the DLA’s first Director of Intelligence. He ultimately was appointed to the Senior Executive Service in 2010 and served as DLA’s Executive Director of Enterprise Solutions, J64.

Following DLA he was the Chief Information Officer for U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS) in Washington, DC.

His education includes a Bachelor of Science in Business Administration with a major in Finance from Franklin University, Columbus, Ohio and a Master of Science Degree in Computer Information Systems from St. Mary's University, San Antonio, Texas. His military awards and decorations include the Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal and other meritorious decorations.

Kenneth W. Bible

Mr. Bible was appointed to the Executive Service as a Senior Leader in March 2013, and currently serves as the Chief Technology Advisor for U.S. Marine Corps Headquarters. In this capacity, Mr. Bible serves as technical advisor to the Commandant of the Marine Corps for all matters pertaining to identification and validation of IT requirements, and lead for continuing assessment and identification of promising emerging C4 and information technologies for exploitation and application in the war fighting and business domains.

Prior to his appointment to Executive Service, Mr. Bible served as the Assistant Program Executive Officer (Engineering) for PEO Enterprise Information Systems (EIS) assigned by the Space and Naval Warfare Systems Command (SPAWAR) from 2009-2013. In this role, Mr. Bible led the engineering competency for PEO EIS, and provided technical leadership to a portfolio comprising over $2 billion of information technology projects and programs designed to enable common business processes and provide standard information technology capabilities to the Department of Navy.

Prior to joining the SPAWAR headquarters organization in 2009, Mr. Bible headed the Networks Engineering Division of the SPAWAR Systems Center Atlantic in Charleston, S.C., where he held the East Coast technical warrant for U.S. Navy Networks, and managed an organization comprising over 150 government employees executing over $150 million in total obligation authority. Mr. Bible focused engineering efforts on identifying impacts of net-centric software design patterns on core communications and networking capability afloat and ashore. In 2008, he was detailed as the Technical Director to support the stand-up of the Next Generation Enterprise Network (NGEN) System Program Office (SPO) at Navy Headquarters.

Mr. Bible joined the SPAWAR Systems Center in 1994 as the lead engineer integrating commercial Geospatial Information and Services (GI&S) technology. His early assignments centered upon systems engineering and management of software intensive programs including the areas of Modeling and Simulation (M&S), geospatial analysis, and decision support systems.

Mr. Bible served as the program manager for the Non-Obvious Relationships Awareness (NORA) initiative in the initial OSD-NII Horizontal Fusion portfolio in 2003. He also served as the Chief Engineer for the Fleet Environmental Information Management System (EIMS)/Protective Measures Assessment Protocol (PMAP) program and, as part of that team, was awarded the Chief of Naval Operations (CNO) and Secretary of the Navy (SECNAV) Environmental Team Awards in 2008.

Terry Halvorsen

Terry Halvorsen was selected to serve as the Acting Department of Defense Chief Information Officer effective May 21, 2014. He previously served as the Department of the Navy Chief Information Officer.

As the Acting DoD CIO, Mr. Halvorsen is the principal advisor to the Secretary of Defense for Information Management / Information Technology and Information Assurance as well as non-intelligence space systems, critical satellite communications, navigation, and timing programs, spectrum and telecommunications. He provides strategy, leadership, and guidance to create a unified information management and technology vision for the Department and to ensure the delivery of information technology-based capabilities required to support the broad set of Department missions.

Before serving as the Department of the Navy CIO, Mr. Halvorsen was the deputy commander, Navy Cyber Forces. He began serving in that position in January 2010 as part of the Navy Cyber reorganization. Previous to that, Mr. Halvorsen served as the Deputy Commander, Naval Network Warfare Command. He was responsible for providing leadership for over 16,000 military and civilian personnel and supporting over 300 ships and approximately 800,000 globally dispersed computer network users. In this position he was responsible for the business performance of Navy network operations, space operations, information operations and knowledge management.

Mr. Halvorsen retired from the Army after serving as an intelligence officer in a variety of assignments, including Operations Just Cause and Desert Storm. He holds a bachelor’s degree in history from Widener University, and a master’s degree in educational technology from the University of West Florida. He is a Rotary International Paul Harris Fellow and an Excellence in Government Leadership Fellow.

Jean Edwards

Jean has been with EMC Federal since September 2011 in the position of Director, Business Development & Program Capture. In this role, she is responsible for working with Sales Management and her team in identifying, prioritizing and capturing top programs and key initiatives across Federal Government (DoD, Civilian, and Intel Agencies) for EMC business alignment. She continues to work with Sales Management and her team in creating strategic plans for program development; utilization of corporate resources: sales, marketing, engineering, customer support, government affairs, and proposal management; and, establishing/maintaining partner relationships; and, leading communication and execution of strategic plans/campaigns. Commitment to priority program business includes teaming arrangements and dedicated resources to move both EMC branding, technology solutions, and business rules forward across the government end users, Federal Resellers and Systems Integrators/Service Provider communities.

Prior to joining EMC, Jean Edwards held several positions in federal and public sector markets focused on government IT strategy, EMC strategic programs and program capture, and partnerships. Early in her career, she worked for US Department of Agriculture. With thirty years of supporting OEM Manufacturing companies proving IT Solutions (hardware/software/services) to both the Federal and Public Sector markets, Jean has been involved in the engineering and architecting technology solutions, winning (on prime or sub teams) large federal programs, and managing, hiring and building IT teams focused on systems engineering, sales and BD/Capture. Jean has successfully partnered within the company's cross business units and across the EMC Federation of companies. OEM sales has been focused on driving branding and revenue growth in alignment with Federal mission priorities. Her career has led to continued responsibility within NBI, Unitech, Sun Microsystems and Oracle Corporation prior to EMC Corporation.

Jean Edwards continually supports activities across Tech America, ITI, INSA, IAT/ACT and AFCEA; and with EMC's sponsorship, she supports key activities within the USO. EMC Federal's office is located in McLean, VA.

Greg Capella

Greg Capella is the Acting Executive Director of the Enterprise Systems Development Office within the Office of the Chief Information Officer, Department of Homeland Security. He came to DHS from commercial consulting, where he was the Chief Operating Officer of a small IT consulting firm. Prior to that Greg managed the development and support of financial services software. His commercial roles included being a Director of Product Management at the Fair Isaac Corporation where he managed a series of software and analytical products. He also worked as a Director at CGI (AMS) working with financial software products and providing consulting services. Greg retired from the Air Force in 1996 where he had filled a variety of acquisition roles. In his most senior Air Force role he oversaw the efforts of 218 engineers and technicians providing software and hardware updates for space shuttle and satellite launch command and control. Greg is certified as Project Management Professional (PMP) as well as a Certified Acquisition Professional in Program Management, Level III, and Test and Evaluation Professional Level I. Greg has a Masters of Business Administration from University of Nebraska, Lincoln, and a Bachelors of Science in Management from the United States Air Force Academy. In addition to his academic background, Greg co-authored U.S. Patent 7,356,503, for ASP Business Decision Engine while working for Fair Isaac.

Kay Ely

Kay T. Ely is the Director of GSA's Office of IT Schedule Programs for the Office of Integrated Technology Services (ITS) in GSA's Federal Acquisition Service (FAS).

In her role as Director of the IT Schedule Program, Ms. Ely is responsible for a portfolio of government-wide contracts to provide government with access to millions of commercial products and services at volume discount pricing. Schedule 70 is the largest, most widely used acquisition vehicle in the federal government valued at over $15 billion annually. Ms. Ely leads a highly-skilled acquisition workforce that manages contracts and solutions for a comprehensive array of IT products and services to defense and civilian agencies, as well as to state, local, and tribal governments.

Before coming to GSA's ITS, Ms. Ely served as the Chief Learning Officer at the Office of Personnel Management where she developed and set the strategic direction of OPM's learning and knowledge management program. During her tenure with OPM she also served as an Associate Director where she was responsible for providing Federal employees, annuitants and their families with a variety of quality benefits options, as well as retirement processing services. She managed OPM's nationwide leadership programs, the USAJOBS® program, and the Presidential Management Fellows (PMF) program. Ms. Ely also served as OPM's Deputy Associate Director for Contracting, Facilities and Administrative Services. In that role, she was a member of the Federal Acquisition Institute (FAI) Board of Directors and was the Chairperson for the Chief Acquisition Officers Council's Competitive Sourcing workgroup. She is now serving her fourth term on the National Contract Management Association's (NCMA) Board of Advisors. She was selected in 2010 as a recipient for a Meritorious Presidential Rank Award.

Ms. Ely was selected for the Senior Executive Service (SES) in 2000 as the Associate Administrator for Acquisition Implementation in the Office of Management and Budget's (OMB) Office of Federal Procurement Policy. She left the federal government for a five-year tour in the private sector with a small and growing acquisition consulting firm now known as ASI Government. Earlier in her contracting career, Ms. Ely worked as a senior-level contracting officer for the Internal Revenue Service. She began her contracting career as an intern at the Department of Defense (DoD), Office of the Secretary of the Army, spending most of her tenure at the Pentagon.

Ms. Ely holds B.S. and M.S. degrees in Speech Pathology from Phillips University in Enid, Oklahoma and a M.A. in Management from Webster University in St. Louis, Missouri.

George Newstrom

George Newstrom serves as Vice President for the Dell Services Federal Government business unit. Newstrom manages all business and operational aspects of our service offerings to our federal customers.

Newstrom has decades of experience leading IT services organizations within the Federal Marketplace including serving as Secretary of Technology for the Commonwealth of Virginia as Chief Information Officer and as Chief Strategist. Prior to his current position, he served as President and Chief Operating Officer for Lee Technologies and also President and Chief Executive Officer for WiSPER Technologies. In addition, Newstrom held various leadership positions with EDS spanning over 28 years in the health care and government sectors culminating his career at EDS as a Corporate Senior Vice President and President of EDS Asia Pacific.

Newstrom served in the United States Marine Corps as a Communications and Electronics Officer and holds a Bachelor of Arts degree from the University of California, Davis. His community involvement includes serving and holding advisory and leadership roles on numerous foundations and volunteer boards such as The Virginia Business Higher Education Council, Harvard University's John F. Kennedy School of Government Advisory Board, the National Commission on Restructuring the Internal Revenue Service, and the Information Technology Association of America (ITAA).

Newstrom currently resides in Mclean Va. He is married with two children and three grandchildren.

Joanne Woytek

Ms. Joanne Woytek is the Program Manager for the NASA SEWP Program, a premier Government-Wide Acquisition Contract (GWAC) providing Federal Agencies access to the latest in Information & Communication Technology product solutions. Ms. Woytek has been a key figure in the continual evolution of SEWP since its inception more than twenty years ago, managing the strategic direction, planning and day-to-day operations of SEWP. She is a 37-year veteran to Goddard Space Flight Center (GSFC) in Greenbelt, MD and has served in her current Program Management role for the past fifteen years.

Frank Konieczny

From 2000 to 2010, Mr. Konieczny served as the CIO, CTO and executive director for operations for the AT&T Government Solutions professional services business unit. This included management of IR&D efforts, multi-location infrastructure (network/systems/access) management and upgrade, process improvement/standardization, support organization coordination, and development of technical solutions for a wide spectrum of projects within the Government sector. Directly managed Advanced Technology Demonstrations, Proposal Development Center, Training Organization, Process Improvement Organization, IT Support Organization, and Enterprise Development Group. Achieved year after year positive growth in customer satisfaction for the last five years by developing/applying process and infrastructure standards, providing innovative technical solutions, applying technology to automate key business processes and instituting communication networks among support and program groups.

From 1970 to 2000, Mr, Konieczny was Chief Technology Officer, Vice President, for GRC International. Here he served the organization in ever-increasing responsibility positions from Project Manager, Business Unit Manager, Chief Scientist for Professional Services, and lastly as CTO. Instituted technology demonstration labs in order to investigate and evaluate new technology to better support mission objectives. Developed standardized presentation materials regarding technology applied within projects relating to solving mission issues. Established technology standards across all projects that evolved into a CMM level 3 appraised Quality Management System. Managed over 20 significant government sector programs involving multiple large and small business subcontractors and academic institutions in areas of Army and Navy manpower, logistics, force structure, undersea warfare, real time statistical analysis, biometric authentication, enterprise architecture, work flow management, and simulation and modeling.

Prior to 1979, Mr. Konieczny was a systems analyst, Chief Programmer at SAIC and at Teledyne Brown Engineering. In this capacity, he supported the programming and analytical analysis for a wide spectrum of government projects including ballistic missile defense, network design, and operations research/statistical analysis.

Chris Niehaus

Chris Niehaus is Senior Director for the National Cloud Programs at Microsoft. This includes responsibility for geo-specific and industry-specific implementations of Microsoft commercial cloud services. Prior to this role, Chris was Senior Director for U.S. Public Sector Technologies and Strategic Programs, responsible for launching and growing emerging technologies and business models in Government, Education and Healthcare markets. Previously, Chris was the Director of Technical Sales for unified communications, collaboration and cloud services in Microsoft's Federal Government business.

Niehaus (pronounced “knee-house”) joined Microsoft in 2001, leading business development and product planning for Microsoft's Exchange Server business. During his tenure Exchange Server grew into the worldwide market leading messaging and collaboration platform.

Prior to Microsoft, Chris received his MBA from the University of Texas after leaving the United States Army as an Engineer Captain. Chris and his family are residents of Capitol Hill in Washington, D.C.

Jeff Lush

Known widely as a passionate technologist with more than 29 years of IT experience (17 years in Federal government and 12 years in industry), Mr. Lush specializes in Cloud Technologies, Electronic Health Care and SLAs. Mr. Lush currently serves as the Chief Technology Officer for Dell Services Federal Government. Lush recently served as the Executive Chief Technology Officer for the Department of Veterans Affairs OI&T. Mr. Lush is extensively knowledgeable with federal policies and practices, federal security requirements to include DIACAP, FISMA, FedRAMP, HIPAA, ICD and others.

Karen Dahut

Karen Dahut, a Booz Allen Hamilton Executive Vice President, leads the firm's Strategic Innovation Group (SIG). The SIG was recently established to develop and deliver innovative solutions to our clients' toughest challenges. The Group's initial innovation agenda consists of 5 key initiatives:

Previously, she led Booz Allen's Analytics capability, providing business, mission, performance, policy, intelligence, and operations analysis services to the firm's government and commercial clients. Prior to assuming the leadership of the Analytics capability, Ms. Dahut led the firm's US Navy and Marine Corps business, involving staff and engagements in 25 locations worldwide. In this role, she led all aspects of strategic market development, execution, and business operations. She also led the firm's Economic and Business Analytics (EBA) capability serving clients across the commercial, civil, defense, and security markets with cost, economic, and financial analysis services, including cost estimating, investment analysis, business planning, and performance measurement analysis. Ms. Dahut has provided oversight for the generation of business cases, cost/benefit analyses, lifecycle cost estimates, and capital asset plans that form the basis of senior decision-making and budget formulation.

Ms. Dahut has extensive experience developing and implementing tools and methodologies to improve the planning, managing, and budgeting of capital assets for public and private sector clients. A recognized expert in public sector asset management, her engagements include leading a transformation for a defense client; driving innovative financial solutions and improving processes for military services; and leading asset management improvement programs in a number of federal agencies.

Prior to joining Booz Allen, she was an officer in the US Navy and served as the comptroller for the Navy's premier biomedical research institute. In addition, she worked for an organization that provided asset management and economic consulting services.

Ms. Dahut is a Board Member of the Northern Virginia Technology Council and serves on the Board of Trustees for Stone Ridge School of the Sacred Heart in Bethesda, Maryland. Ms. Dahut is also a member of Booz Allen's Executive Management Committee and the firm's Employee Capital Accumulation Plan (ECAP) Board of Trustees.

She received a B.S. degree in business finance from Mount St. Mary's University and an M.S. degree from the University of Southern California.

Stephen E. Schmidt

Stephen Schmidt is Vice President & Chief Information Security Officer for Amazon Web Services (AWS). His duties at AWS include leading product design, management, and engineering development efforts focused on bringing the competitive, economic and security benefits of cloud computing to business and government customers.

Prior to joining AWS, Schmidt had an extensive career at the Federal Bureau of Investigation, where he served as a senior executive. His responsibilities at the FBI included a term as acting Chief Technology Officer, Section Chief responsible for the FBI's technical collection and analysis platforms, and as a Section Chief overseeing the FBI's Cyber Division components responsible for the technical analysis of computer and network intrusion activities. His Cyber Division oversight included areas of malicious code analysis, computer exploitation tool reverse-engineering, and technical analysis of computer intrusions.

Dr. Patrick W. Dowd

Dr. Patrick Dowd is the National Security Agency/Central Security Service (NSA/CSS)'s Chief Technical Officer and also serves as Chief Architect. He recently transitioned to this role after serving as Deputy Director of Mission Capabilities within the Technology Directorate of the National Security Agency.

Dr. Dowd joined the Research Directorate of NSA in 1996, and is co-founder of the Laboratory for Telecommunications Science (R4). He moved from Research to the SIGINT Directorate in 2004, where he directed projects to unify Computer Network Operations (CNO) and developed technical strategies to integrate CNO, SIGINT, and Defense. He then became the Deputy Directorate for Modernization within the Information Technology Directorate in 2006 to execute his work and build out the world-wide operational environment of NSA at scale.

Prior to joining NSA, Dr. Dowd worked for General Electric and IBM and served as a faculty member in the Department of Computer Science and Department of Electrical and Computer Engineering at the State University of New York at Buffalo and at the University of Maryland at College Park.

Dr. Dowd received his B.S. degree in Computer Science and Electrical Engineering from the State University of New York at Buffalo. He received M.S. and Ph.D. degrees in Electrical and Computer Engineering from Syracuse University. His areas of expertise are in system security, computer architecture, big data analytic systems and networking. He has authored over 100 refereed technical papers and has been active on editorial boards of scientific journals and professional societies.

Dr. Dowd received the Tau Beta Pi Teach of the Year Award in 1994, NSA Scientist of the Year in 1998, the NSA Exceptional Civilian Service Award in 2002, and the Distinguished Presidential Rank Award in 2004.

John Keese

John Keese is the President of Autonomic Resources. Autonomic Resources' ARC-P Cloud was the first FedRAMP and DoD authorized cloud for government-wide community and private cloud services. Autonomic's ARC-P cloud platform offers IaaS, PaaS, and SaaS services that have met the Federal Civilian and Department of Defense security standards at FISMA Moderate impact. Autonomic also provides security consulting services to firms seeking FedRAMP and DoD accreditation. Within John's role as President and CEO, his key areas of responsibility include ARC-P oriented strategic partnerships and cloud technology direction. Additionally, John has brought Autonomic into leadership positions as a Silver Member of the Linux Foundation (Open Virtualization Alliance), Platinum Level Member of the Open Source Software Institute, and most recently a Silver Supporter of the Cloud Computing Caucus Advisory Group.

Prior to founding Autonomic Resources, John's experience includes executive leadership in business development for a large commercial technology services firm and as a Corporate Information Director for a large regional security firm in the New York. John holds a Bachelor's Degree from the State University of New York College at Brockport. John resides in Raleigh, NC, and works between NC and DC. John has 3 children.

Jim Steven

James (Jim) Steven has been serving as the Acting Associate Chief Information Officer for Data Center Operations and Director of the National Information Technology Center (NITC) since November 2012. Mr. Steven oversees the management of the USDA's Enterprise Data Centers. He has been at NITC since 1996, serving in numerous roles including: Data Center Engineer; New Business Integration Manager; Account Management Branch Chief; Business and Project Management Division Director; and Deputy Associate Chief Information Officer.

Mr. Steven began his federal service in 1980 as an active duty member of the US Navy where he served as a Nuclear Engineer on Fast Attack Submarines. In 1994 Jim began his civil service career with the National Weather Service where he served as the Central Region Mechanical Systems Engineer.

Congressman Darrell Issa

Congressman Darrell Issa represents the people of California's 49th Congressional District in the United States House of Representatives, a seat he has held since 2001. The 49th District includes Camp Pendleton, the largest Marine Corps training facility in the United States, and the northern portions of San Diego County and southern Orange County. Congressman Issa and his wife Kathy live in Vista, CA. They have one son, William, and celebrated their 30th wedding anniversary in 2010.

As a senior in high school, Issa enlisted in the United States Army. Through his Army service, he received an ROTC scholarship and graduated with a degree in business from Sienna Heights University in Adrian, Michigan. Upon graduation, Issa was commissioned as an Army officer, and ultimately obtained the rank of captain. He completed his active-duty military service in 1980 and turned his interests to the private sector.

At the height of his career in business, Issa served as CEO of California-based Directed Electronics, a company that Issa founded and built in the mid-1990s to become the nation's largest manufacturer of vehicle anti-theft devices, including the highly-successful Viper system. In 1994, Issa was named Entrepreneur of the Year by Inc. Magazine, Ernst & Young and The San Diego Union Tribune. During his leadership of Directed Electronics, Issa served as chairman of the Consumer Electronics Association, an organization of 2000 companies within the consumer technology industry that hosts the annual Consumer Electronics Show in Las Vegas. When he stepped down as CEO to serve as a Member of the U.S. House of Representatives, Directed Electronics employed nearly 200 people.

As a Congressman and leader in California grassroots politics, Issa has championed the cause of smart, efficient government, and has pushed legislation to balance the federal budget and promote transparency across the federal bureaucracy. In 2003, Issa was the architect behind the successful popular uprising to recall former Democratic California Governor Gray Davis.

Issa currently is a member of the House Judiciary Committee and the Oversight and Government Reform Committee, where he serves as the Chairman. Previously, Issa served on the House Permanent Select Committee on Intelligence, the Foreign Affairs Committee, the Energy & Commerce Committee, and the Small Business Committee. As the holder of 37 patents himself, Issa has been vigilant about protecting the intellectual property rights of artists and other entrepreneurs to help protect America's position at the forefront of innovation and creativity in the entertainment and technology industries. His successful efforts to fight human trafficking along the United States border has resulted in tougher laws, stiffer penalties, and more consistent enforcement. His watchful concern to guarantee that U.S. taxpayers receive the royalties they are owed from mineral interests on federal lands exposed fraud and mismanagement at the Mineral Management Service (MMS) in 2006.

In 2008, when Congress was asked to pass the Troubled Asset Relief Program (TARP) in the wake of an historic financial crisis, Issa stood by his instincts as a businessman and opposed giving a blank-check bailout to Wall Street – he voted against all bailouts during the financial crisis. Refusing to give up and concede to those who favored a bailout-centered response to this and future financial failures, Issa put forward a proposal to create a bipartisan commission to uncover the root causes of the financial crisis. This idea was passed into law in early 2009 and the investigation commenced in January 2010. Issa expects the results will reveal government mistakes and protect U.S. taxpayers from future runaway government intervention in the financial and housing markets.

Recognizing his success as a Congressional watchdog of taxpayer dollars, at the beginning of the 111th Congress House Republicans tapped Issa to serve as the top Republican on the House Oversight and Government Reform Committee, which is the main investigative committee of the United States House of Representatives charged with the protecting the interests of U.S. taxpayers and eliminating waste, fraud and abuse in the federal bureaucracy. In the first year of his leadership, the committee has undertaken numerous detailed investigations of the Countrywide Financial VIP Program that benefited government officials with special reduced-rate mortgage loans, the illegal use of taxpayer dollars by the Association of Community Organizations for Reform Now (ACORN), the decades-old misplaced government agenda to manipulate the U.S. housing market through Fannie Mae and Freddie Mac that created the housing crisis, the politicization of science at the Environmental Protection Agency (EPA), and a broad investigation into the financial crisis of 2008-2009.

As a fiscal conservative committed firmly to low taxes and free markets, Issa has opposed the rise of out-of-control government spending and fought tirelessly for the responsible, transparent use of taxpayer dollars. He's pushed to achieve more whistleblower protections for those who report waste, fraud and abuse in the federal bureaucracy. And he's offered substantive reform initiatives to open up government so that Americans know what's happening in Washington and can become more democratically engaged in the day-to-day oversight of their government.

Congressman Gerald Connolly

Congressman Gerald E. "Gerry" Connolly is serving his third term in the U.S. House of Representatives from Virginia's 11th District, which encompasses Fairfax County, Prince William County, and the City of Fairfax in Northern Virginia. He was first elected in 2008 and reelected in 2010 and 2012.

Congressman Connolly serves on the House Committee on Oversight and Government Reform and the House Committee on Foreign Affairs.

He is the Ranking Member of the Oversight and Government Reform Subcommittee on Government Operations, which covers many key issues relating to Northern Virginia's workforce and economy. Connolly also serves on the Subcommittee on Economic Growth, Job Creation, and Regulatory Affairs. He is a senior member of the House Foreign Affairs Subcommittee on the Middle East and North Africa and also serves on the Subcommittee on Asia and the Pacific.

Connolly is vice-chair of the New Democrat Coalition, co-chairing its Technology, Education and Entrepreneurship Task Force, chair of the Smart Contracting Caucus, co-chair of the Sustainable Energy and Environment Caucus, co-chair of the Congressional Caucus on U.S.-Turkey Relations and Turkish Americans, co-chair of the Congressional Caucus on Korea, and co-chair of the Congressional Caucus on Taiwan.

Connolly has earned a reputation in Congress as a results-oriented legislator who does his homework and gets results for his Northern Virginia district.

Since being elected, Connolly introduced and passed the bipartisan Telework Enhancement Act which requires the federal government to increase the use of telework by federal employees to ensure continuity of operations by federal agencies during emergency situations, enhance recruitment of a quality federal workforce, reduce traffic congestion, and improve the region's air quality. He has also introduced important legislation to streamline and improve our election system, find savings in federal IT procurement and data center consolidation, and reform U.S. Foreign Aid.

Connolly also has played a key role in securing federal dollars for transportation improvements in Northern Virginia, including completion of the Fairfax County Parkway, widening the Prince William County Parkway, providing ongoing support for Rail to Dulles, and securing the federal commitment of $150 million annually for the regional Metro system.

He is considered an expert on local and state government matters and issues affecting federal employees and federal contractors, two large constituencies in his suburban Washington district. He has sponsored and supported a number of legislative initiatives on behalf of active-duty service members, military families, and veterans, including measures to protect them from predatory service fees, enhance Veterans Administration services to veterans, provide more funding to treat brain injuries incurred on the battlefield, and assist military families when they must move to a new duty station.

Prior to his election to Congress, Connolly was Chairman of the Board of Supervisors in Fairfax County, the largest jurisdiction in the Washington, D.C. metro area with more than 1.1 million residents. Connolly served a total of 14 years on the Fairfax County Board, the last five as Chairman. He earned a reputation as a results-oriented leader for his initiatives to expand affordable housing opportunities, reduce gang violence, promote reusable energy, and advance critical transportation improvements. Fairfax was rated a Best Managed County during his tenure as Chairman.

Congressman Connolly received a M.A. in Public Administration from Harvard University in 1979. He received a B.A. in Literature from Maryknoll College in Glen Ellyn, Illinois. After graduating from Harvard, Connolly spent 10 years on the staff of the U.S. Senate Foreign Relations Committee, where he handled numerous foreign policy issues including oversight of international economic issues and policies concerning the Middle East and the United Nations.

Congressman Connolly also worked in the non-profit sector, primarily advocating for hunger aid and international assistance. He also has strong ties to the business community having spent two decades working for organizations and companies involved in international trade, regulatory matters, technology, and research.

He resides in Fairfax with his wife Cathy and his daughter Caitlin.
